Really, very little difference. They're almost the same boat; Surf
is just longer. The decks at the ends and the fixed rowing seat add
a little work, but not much. Both are about as easy to build as a
boat can be. Cost for materials for Surf would be a bit more, of
course. I'd really recommend the larger boat in this case. Teal is
awfully small; Bolger himself wrote that two adults overloads her.

my lack of woodworking skill there have been no serious problems so far.
Dynamite Payson in his book "Instant Boats" says that Surf is easier
to build than Teal using the same techniques.
A plug for the Payson book. The book has small scale but usable plans
for several simple Bolger boats including teal and Surf, and detailed
instructions for building Teal which is representative of the rest.

For two people I would stay away from Teal, it is too small. Surf
would be a better choice.
Then again you might want to check out Jim Michalak's plans. He has
two catalogs, built plans and prototypes. Both are cheap and fun to look
at. I think some of his designs might be of interest to you.

and then cut to form the aft section. The surf also has a bit of
shape to her topside panels
As it turns out, plotting, drawing and cutting the shapes is very
easy. Big t-square and a batten is all it takes. Not really any
harder than drawing and cutting a straight line. As far as I can
tell, the only big difference between the teal and the surf are the
curves.
Build the surf. You'll enjoy the extra room.
