Two things come to mind that can cause the topcoat of acylic latex paint to
fail.
1. Using the wrong primer. Kilz type primers contain shellec to act as a
stain blocker and may not be compatable with your top coat paint. If you
need to use this product to stop some kind of bleed through I would
recommend you use it only where needed and then prime the entire surface
after this has dried with the manfacturers recommended primer.
2. Using too much primer. Primer should be painted on in only one thin
coat. More is not always better. Primer is only there to provide a better
bond to the surface and it doesn't take an opague coat to do it. Should you
feel you need a second coat, always lighty sand the previous coat first.
This applies before you apply the topcoat too. I like using a dry 3M scrub
pad between coats and then wipe clean with a tack cloth.
Another tip. Don't let the first coat of finish paint completely dry before
you do the next coat. Most paint instructs to apply the second coat after
the first coat is dry to the touch and before 4 hours have pasted, maybe
sooner depending on drying conditions. You want the first coat to bond well
to the second and if the first coat is completely dry this won't happen.
Last tip. And this is a big one. Read and follow the instructions on the
can! This one is the hardest for me to do, but it really does help.

I don't have any particular comment about using porch enamel on boats
but almost every reference I've come across and my (bad) experience
in
painting over epoxy relates to amine blush. The lesson I've learned
the hard way is to SCRUB before you paint. My best results have been
obtained when I used a stiff bristle brush with Tide and a little
ammonia and really clean that crap off. It sounds like overkill but
it
is an easy solution. I have used Interlux 404 barrier coat and if you
follow the directions-sand to translucency- good results follow. If
you do not sand paint flakes. Conventional wisdom tells us that latex
house paint is the best cheaper solution and CW is probably right;
however if you want that really great finish try Interlux Interthane
Plus. It is expensive so it relates to what your budget and desired
finish might be.

Also, I used Home Depot porch and deck paint on the first Pointy
Skiff. Chips off very easily; seems real soft. Used HD House paint
on 2nd PS, seems a lot harder. On both boats I used latex primer
over epoxied AC ply and sanded the primer before final coating.

I've had very good luck with "California Troubleshooter" latex primer
on my Nymph. The can says acrylic latex. Can't get it off the epoxy
except possibly with a chisel or heavy sanding. Overcoated with silver
oil based, which covers well. Tried grey oil based over the
primer inside, but didn't work well and took forever to dry.
Our Brick has acrylic latex (I think it's house paint) on wood and it
has held up well.
I suspect my can of paint is right and your clerk is clueless.
In all but exceptional hardware places, it is best to evade the
clerks.

acrylic is a type of latex. your store clerk is clueless. look in the
porch paint section and get the latex (not oil based) one that is
100% acrylic.
