Chris, I dont think I would care to make the assumption you do.
Surely Rich is doing the right and courteous thing, and asking for
Bolgers view. At least one of the Bolger2 plan sets looks pretty
comprehensive to me.

There might be a personal thing about it, but business-wise, there's no
harm, no foul, and some realy help.

A couple of notions.
First, who has the rights? For the drawings, the rights certainly
remain with PCB, not with MAIB. For the text, I think in most cases
it would remain with PCB, but in some cases, it might go to MAIB.
Second, there is a doctrine of 'fair use,' which allows small
portions of a copyrighted work to be used in review and criticism. I
think that in most cases, our reproduction of a PCB drawing from MAIB
can be construed as fair use. At least, we can argue that we were
proceeding in good faith under in that belief. However, when we
reproduce an entire MAIB article (text and drawings) we have probably
crossed the line. In that case, the correct path would be for those
who want to see the material to buy the back issue from MAIB.
At a minimum, I think we should be careful if a posting supplies
enough material to actually build a boat.
In any event, both PCB&F and Bob Hicks know what goes on here, and
neither has asked us to change, as far as I am aware. I think if
either expressed an opinion, we would all comply. I know that I would
make the Boatdesign group (where I am moderator) fall in line.

lists the plans name, aprox. cost and where to purchase them. We are
not posting the plans themselves. I thought about faxing Bolger to
let him know that we were doing this, but dismissed the idea because
if anything, it would help him to sell a few more plans. Now that you
have brought up the question again, I guess I will go ahead and fax
him. I'll let you know if there is a reply from him yeah or ney.

I've put two in.
While this a good question Don, I wouldn't waste his time,
myself. Since PB&F has no "Study Plan" trade apart from the
books, I don't believe it harms them. Might even help.
It's tougher than it has to be, building boats from consumer
scans and blown up .gifs.
