Meditating on this all evening, I finally have my own
amateur's theory to add to yours:

The angle breaks up the suction inherent in a more normal,
flat transom. As the water starts to climb it hits the apex
and is rolled down and back.

Possible?

The handsome little outboard motor canoe, chapter 14 BWAOM,
has a transom I've not seen anywhere else.

It's in two parts, with a small wedge at the bottom that
extends beyond the motor board proper and having a more or
less reverse angle to the upper part. While as a trim tab
this wouldn't seem to me to add much, it makes the building
a lot more tricky and prevents the motor tilting any further
down than plumb.
