Do both. Build a bilgeboard and a leeboard - experiment with each,
and let us know the results!

I have a Teal which I think features more or less the same leeboard
arrangement as the Junebug. I hang mine on the starboard side. When
I'm driving the board *really* hard it flexes away from the boat a
little, but nothing dire.
I broke the tines once, but the conditions were 1) 17knot+ winds, 2)
a sunfish sail instead of the smaller sail, 3) #400 live balast (me
and my brother in law) 4) we plowed into shallow water on a reach.
If you've got the inclination, a pivoting leeboard (and rudder too)
would make leaving and coming back to a beach easier.

I built a Junebug with a leeboard as specified in the plans. I didn't
care for it, I broke the "fingers" that hold the top of the board
against the gunwale when I let the board touch a rock at low speed. I
ended up building a pivoting leeboard as specified for most of Jim
Michalak's designs. It will kick up whenever it encounters the bottom
and it seems plenty strong. It is permanently mounted on the port
side of the boat. Here is a link for a description of the Michalak
