If you were going to put a transom on this hull I think you'd have
the most luck by "cutting" the stern. I'd be tempted to build as
drawn, fit the transom inside then cut the rest of the boat off.

If you raise sheer to increase the freeboard, the resulting sheer
will be longer than 16 feet. You might get back under 16 feet with
your transom modifications, you might not." Lowering" the chine to
increase freeboard, you'll have a boat that's narrower across the
bottom, and shorter on the waterline.

That doesn't mean that none of these modifications are bad ideas. It
just means that PCB took materials, performance, and aesthetics into
consideration when he drew WINDSPRINT. Start monkeying with it and
things will cascade through the design, not always with desirable
results.

It will change the position of centerboard and mast because it will alter
the Center of Buoyancy and Effort on the boat. If you able to calculate
where they would change to it would be fine. Added free board usually
doesn't matter except in looks.
