That's from R.D. Culler's "Boats, Oars and Rowing", page 90.
However, he says this is only a rough guide, or starting point. He
recommends experimenting if it doesn't feel right.
This book is worth reading if you can find it or your library has it.

In this collection of opinions from various experts, it says that the
locks should be about 1 foot from the edge of the thwart on which you
are going to sit. Gav didn't say where he got this particular tidbit.
Of course, there's any amount of nuance. It might be more to the
point to measure from where you are going to brace your feet.

Bolger wrote a good piece " On Rowing" in Small Boats p29. Pete Culler also wrote good stuff. What stands out ,from the perspective of one who is old enough to have lived when we HAD to row because we couldn't afford the noisy,oily,unreliable small 2 strokes then available, is that it is the total interaction of the type and shape and length of boat including seat height and foot braces,with your own body,ie arm strength and length,height and bulk of upper legs and your general idiosyncrasies [read bad habits!]. It's also influenced by what sort of rowing you want to do. There is no ideal rowing boat,just boats better adapted to different tasks than others Read and experiment. About the time you finally figure it all out,you will probably be getting too far on to enjoy it much. Enjoy the journey and do what suits you best and feels right.

I have no experience at rowing. Also I'm 6'0 with reasonably long
reach, if that makes a difference. The boat is a Bolger Nymph, so
the longitudinal thwart will allow me to sit anywhere I like.
Any help out there?

I find plenty of sources for information on oar length vs. boat
width, but relatively little information on where to put the
oarlocks - or thole pins, in my case.
