If you have to use a metal attachment, "U" bolts are better, the kind with
the steel backing plate. You get about twice the surface area bearing on the
wood, read twice the force required to pull it though.
McMaster-Carr has decent prices on them, don't buy them at West Marine
though!

diameter. Trough them, sew a loop of fiberglass rowing strands
impregnated in epoxi resin until the holes are tightly full. Shape the
outer part to a size you prefer. For reinforcement, you may epoxi-glue
a strip of stainless steel to the inner stem, perhaps 300 mm long, so
loads are spread.

I like the "hole for a rope through about three inches of fiberglass
reinforced plywood stem" version of towing eye myself.
The wood being stronger than any rope you can fish through the hole! And, no
worries about sealing it!

Then thread 1/2" painter through the hole and tie a figure eight knot in it.
No bow eye or hardware!
Sometimes I do two holes in the sides near the stem, same pipe sleeve lining - makes a bow loop.
