The state of Washington has some good consumer protection laws.
Search on Yahoo or Google for the address to email your complaint to.
It worked for me.
Three weeks after I sent the details to the state office, my plans
arrived. Cool. Only 6 months after I'd paid for them, same lame
excuse: my boat sunk, had to wash the dog, didn't feel like working
this year,...... that sort of thing.
I'll never deal with CSD again, of course.

I've had pretty good results with them, actualy. Even got BIG companies to talk to me. Though, when I didn't get good results was right before this one company went bankrupt...
