You've got a 2-step process here, Bob.
Electrolysis is a metal-electrolyte-metal process. Paint is an insulator
designed to (among other things) stop such processes.
You've gotta remove the paint (stripper, mechanical scrubbing, etc.) and
then electrolyze. Of course, if the paintis cracked or peeling, some
derusting will occur and eventually it will eat under the paint, but it
will be slow and unreliable.
