How about steel? It would only have to be 50% thicker. (s.g of 7.9 vs
11.3) No strength problems.
My Pocket Ref (a very handy little book) lists several types of concrete
of s.g. from 1.1 to 3.2 depending on aggregate, etc. I've also heard
about some kinds of concrete that are lighter than water. (subtract 1
from s.g. number for effective ballasting, as it displaces water at s.g
of 1 at least in fresh water)
