My local farm supply store has galvanized (really, not just zinc plated)
shoulder eye bolts just like the ones Jamestown used to sell, and they
aren't expensive. They also have galvanised "gudgeons and pintles" for gates
and barn doors, consisting of a big lag bolt pintle and a strap gudgeon,
IIRC, the reverse of usual boat practice, but they'd probably work fine if
your project is big enough.

By the way the lag screw was set in epoxy. I seem to remember that the
shoulder eye bolt I bought was galvanized but I don't see that in my
latest catalog. Rather it is stainless and expensive. I think you
could use the regular galvanized eye bolt and use a loose washer for a
shoulder. You really want the shoulder to prevent the bolt from going
to deep into the wood when you tighten it up.

I had the same problem when I built my Teal.
I used the pintles from Jamestown.I don't remember the size but they
were the pintles listed under the WC46---- series but appropriate for
the thickness of the rudder. For gudgeons I used a shoulder eye bolt
for the top gudgeon and a eye lag screw (also with a shoulder though
not listed that way)also from Jamestown. The inside diameter was way
big for the gudgeon. I got some delrin or nylon bushings from Home
Depot and cut them to about 3/8" in length and forced them into the
eye. This worked very well. I'm not sure what these nylon fittings are
meant for but there is a whole section of various sizes.

Try a catboat builder such as Marshall Marine in South Dartmouth,
MA. They have gudgeons for their catboats that attach to the keel
and rudder. I think I paid about $60 per set.
