Making them from scratch is easy too.
You can cut the out from hardwood or UHMW
and then shape them with a belt sander.

They aren't necessarily the cheapest, but if you want 7 each 1/4" #12 SS pan
head sheet metal screws, they'll happily package and send them.

For cleats, look under Marine Hardware => Deck Hardware

Duckworks has an assortment at

I've also found them at the local K-Mart if you're talking really small.
They're used for Venetian blind cords and such like.
