Anyone know anything about Bolger OSTAR boat design #459?

Looks like the boat got birdwatcherized cabin tops with a balasted
swing keel and twin shallow endplated rudders in a later update.

Never even heard a peep about this thing.
Was it ever succesfully raced in the OSTAR series?
Where did this scan come from? Anyone have the text to go with it?
That's the biggest balance lug i've ever seen, I think it's kinda
neat, the aire of Bolger definitely shows through.
