I used the water based version. In fact, that's the only one at the store I
buy mine from. It cleans up really easy and doesn't stink too much. Since
I've not used the oil based, I'm not sure if it would offer any benefit. I
figured that since my final paint was water based, the primer should be too.
I never can keep that straight about oil over water, water over oil? The
epoxy I primed was from Fiberglass Coatings (www.fgci.com) that had been
sanded with 80 grit followed by 100. I wiped it down well and started
priming.

I just primed and painted a small boat this week using Bullseye 123 over
epoxy. I've used it before with excellent results and this time was no
different. The white color showed of acouple of areas that needed a little
more sanding, but it was tough to break through the primer with 80 grit. I
primed with 2 coats, sanded a few areas, and then went back over the whole
boat one more time. I painted over it with exterior acrylic latex enamel and
she looks pretty good at this point.

I have been using Benjamin Moore Porch and Floor Paint, Oil-based
Urethane Formula over sanded Raka Epoxy for 5 years now with no sign of
flaking, peeling, or other naughty behavior. No primer, no expensive
boat store paint, no problem.
