MICRO NAV & BWII Files Added to Bolger4

I have added some files at Bolger4. One in the BIRDWATCHER folder and
created a MICRO NAVIGATOR folder with an overvew of the lastest
upgrade. This is to appease to some degree, the poor unfortuates,
like myself, who seldom get to see MAIB or NATIONAL FISHERMAN etc:-(
