That's an interesting question. The USCG has a method of calculation for
home built boats that generates the figure on the nameplate, but it's for
safety. With Badger, one of the specifications was the load for each
additional inch of immersion (906 lbs), critical for keeping her somewhere
near her lines.

The USCG "Safety Standards for Backyard Boatbuilders" offers a lot of
information on people capacity, motor capacity, lighting, floatation, etc
