For "capacity," the USCG suggests pouring 5 gallon pails of water into the
boat until it almost sinks. It says that one might wish to do this before
installing the inboard engine and preferably in shallow water. A fraction
of the weight of water is then used as the carrying capacity, the value
depends on the hull shape, whether you're talking people (live load) or
stores, etc.
