Do you think it would be OK to finish Diablo s bottom first (included
painting and all) and then turn it over a continue with the interior?

The usual thing in boatbuilding is that frames are put on the side of
the nominal location that is more toward the end of the boat. That is
because the frame can be made to the nominal dimension and then the
bevel can be cut. Since the frame will be on the side of the line
that is smaller, the bevel has to be cut away rather than added on.
This is a lesser issue in a taped seam boat with ply web frames since
the difference is a fraction of an inch, rather than a couple of
inches as might be in conventionally framed boat with thick, natural
wood frames.
The reason for making the note on the plans may be that a frame in
the forward part of the boat was to go aft of the nominal location,
contrary to usual practice.
