Yes - it works.
That looks like a serious boat! Not unlike a sheet-ply version of Harbinger, apart, of course, from the inboard rudder.
I suspect the CB version will do better to windward than the salient keel version.
Also - it'll be a relief for the helmsman and crew to get a seat with a view!

I was thinking of eliminating the cabin and doing a canvas cover on
hoops as an option for shelter and an aft section to cover the cabin
when the boat is not in use- it rains here in Oregon just a tiny
bit.
It would seem that the logical approach, if one wants a cabin, is to
have a wheel on a bulkhead so you can steer while standing. Standing
with a tiller in moderate chop doesn't sound like a wonderful way to
spend the day.

John Tuma built one with the original cabin design. I have some fuzzy
pictures of it, somewhere. He built seats in the cabin, but they had
to be close to the centerline so the passengers could stick their
heads out. I think I remember that he spent most of his sailing time
standing up.

before the sand. If you land it on any local bay for a BBQ and the
tide is going out
(at a little under one foot/hr), you will be stuck till the same time
tomorrow unless the boat weighs the same as a kayak. It is that
shallow draft for our tidal flats with a few feet of water that
dictates a shallow keel or leeboards. That is the primary driver for
considering this design.
The next post notes that it may have been redesigned to address
deficiencies so more investigation seems to be in order.

PCB published an article in MAIB on this design. He indicated that Catfish was an effort to marry a Birdwatcher style cabin to an enlarged Bobcat hull. He indicated that the geometry and ergonomics didn't work very well and he has a revised plan for an open Catfish with bench seating.
Unless you are locked into plywood, you might also look at Harbinger; a couple have been built with strip planking. Harbinger was intended to be rowable, and several years ago there was and article on beach cruising in a Harbinger, so it is apparently viable for that purpose.

be built in half the time of a Chebacco.
I thought, that by Bolger's definion, a 'beach cruiser' had to be
light enough to drag back to the water if stranded by the tide.
Catfish Beachcruiser, with the salient keel, seems a bit much
to meet that criteria.
