If it were me, I would glue up the 'nailer edges' on the transom to the
dimensions on the plans, which are to the 'unbeveled' sizes. I would then
spring on the sides, bottom and chine panels to the intermediate frames,
and bend the panels close to their proper shape with a spanish windlass.

Dry fit in the transom piece, and measure/'eyeball' the bevels between the
each of the panels and transom using a carpenters bevel

Then remove the transom and bevel the edges with a plane
or a belt sander. You don't need 'swiss watch' accuracy.
HI: Am building a car topper from Payson's plans and finding some problem
with the drawing of the transom. I can see the bevel goes the other way than the
other sides (I assume to give a flat top at the motor board for attaching an
outboard) but then in the center it seems to lose that bevel and is vertical
to the plane of the transom board. Can't quite figure what the actual shape
is. The overall shape is somewhat "crowned" for looks I assume.
So far had to make two starts. The first batch of ACX ply from the home
center just bent, warped, twisted and showed excessive voids as soon as I put a
saw to it. So ordered four sheets of 6mm "Aquatex" Luan multiply from a plywood
company near here. Delivery cost was more than the wood. Oh well such is the
life of building boats. Plus I don't have to worry about "mirror images" for
the sides and bilge panels. Which I missed on the first Bolger car topper I
built so had the A side inboard on one side and the C side inboard on the
other side. Lots of Bondo on that boat. LOL.
I just gave away my Shell 14'-9" Swifty, a nice sailor but that six foot
beam made it to difficult to row for one person. Then got to miss having a boat
in the front yard so badly I started on the Cartopper which was also my first
boat project years ago from the plans published in "Home Handyman" magazine.
Dynamite Payson sent me the write up from "Wooden Boat" magazine, but this
article stopped before mast, rudder, CB etc was added. So will have more
questions later on.
