In a nutshell:

Elrowe LaRowe was originally given the rights to sell certain plans
providing he built the prototypes. He sold plans but never completed
any of the prototypes but had squared up regarding the royalites.

When Elrowe died the busines was taken over by another fellow
(Bernie Wolfard) with much the same agreement. He went broke and
sold to somebody else to whom no agreement was extended or made
since Bernie was behind on both royalties AND prototype building.

It seems that legal action was taken but the new CSD owner moved to
Canada and PCB&F found it quite frustrating both money and timewise
to pursue the continuing unauthorized selling of his plans. Same
thing happened with a group in Australia (Duck Flat Boatworks) and a
couple of outfits elsewhere outside the USA border.

Perhaps a combination of being too trusting and not making hard
legally binding contractual agreements many years ago.

Dynamite Payson honoured all the agreements and is still authorized
to sell many of the smaller Bolger plans. They are excellent
bargains.

The plans themselves are incomplete and you will get no assistance or
updates from the designer, Phil Bolger.
