-I can't really answer your questions direct however I would suggest
going to your local building supply and getting a sheet of styrofoam
insulation. The only real disadvantage of styrofoam is that it
disappears when dipped in gasoline. Not a likely occurrence in your
Teal. I have added a file to Bolger5 named Teal. You can see I fitted
styrofoam fore and aft held in place with shockcord. I could have
constructed a more permanent installation but this approach worked.
Teal is rather cramped as is without adding bulk along the gunwales I
would think.

I am trying to find some polyethylene foam to create flotation just
outboard and below the gunwhales on my Teals (I have a pair).

I have thought of using "pool noodles" as they are cheap and available
but the volume of each is only 1.88 liters. Using 4 of them (5' long)
lashed to the gunwhale would bring the total flotation to 7.5 liters.

Does someone know if that would be enough to bring the gunwhales out
of the water to start bailing the boat?

I think the ideal shape would be a foam sausage of square section (or
other extrusion shape) of approx. 5" diameter by 10' length. This
would bring about 48 liters of flotation on each side.

Does someone have an idea where to find that at a reasonable cost or
which industry would use that kind of material?
