At first blush, it looks like either the Glen-L Harbor Master
(http://glen-l.com/designs/special/harbormaster.html#avail)or
Selway-Fisher's Golden Bay Launch
(http://www.selway-fisher.com/Steam2030.htm#BAY).

Both were originally designed for steam, but electric power is a common
conversion for these types. Pretty boa though, I've wanted to build
something like this for years!
