Warning, do not use WD-40 on a carburetor or any other part of the fuel
system. WD-40 has solvents in it that destroy o-rings, and o-rings are
usually a critical part of a carburetor.

Sounds like the fuel in the carb has turned to goo. Cleaning is most
likely the answer. If storing or sitting for more than a few weeks
the carb should be run dry or fuel stabilizer like Sea Foam added.
This is especially true if the conditions are hot. Modern gasoline
doesn't store well.
