I have used patterns when making several boats of the same model. I get underlayment and make a pattern and then use a pattern router bit and do up to three pieces at once stacked. Did it that way for the three dories and for the parts for three cartoppers. I don't know why you would make paper patterns for any of the Bolger instant boat series, quicker easier and more accurate to lay it out on the plywood. If you were going to build several EP's than underlayment patterns would save time.
I am just finishing up an Elegant Punt using cheap lumber (AC) staples and PL Premium and free give away paint from the local store. Should have less than $60 and 20 hrs in it.

square on the plywood, and a scale ruler of the correct scale on the plans.
I used it as an exercise in teaching my S. American wife about
inches/quarters/eighths/sixteenths, which was an additional challenge for
her metric mind - but still, laying it out on 2 sheets of ply was pretty
straightforward. I think making a paper pattern of this boat would be a
waste of time - got my plans from Payson and the written instructions he
provides walk you through every little step in sequence, hard to go wrong.
