I saw a box built into a cabnet that had sheets of plane old styrafoam
in it with a commercial plastic cool stuffed down in it. The guy said it
worked relly well and he said he had been using the same cooler about 10
years though he told me he had replaced the foam that he had put in the
box. He had put about 3 inches between the cooler and the wooden box.

I wonder if you have considered a commercial cooler. They come in a
variety of sizes. Perhaps one could be found that would fit under your
counter. I like to keep things simple wherever I can.
