2' and 5', the hash marks are 1 foot apart each, hence 8 spaces on an 8' sheet of plywood.
It states "for'd" and "after" face of frame at 2 and 5 feet.

The last part sounds like a good idea 7/16 is not a
lot for nails or screws to get a hold of. I would say
bead it and then glass it as well. At this point what
is going to look nicer??

use glass tape set in epoxy putty on the inside in lieu of an interior
chine. Keep the 7/16ths on the outside. You should be set for a long
time. My Pointy Skiff (made of luan and framing lumber) is now 18
years old and used every summer.
Mind you, there is a fair amount of patching and repairing on the
rotted sections each year. I think the transom is almost 100% glass at
this point! June Bug may be the summer project to replace both Diablo
and Pointy as the Birdwatcher develops slowly.

I over looked adding 1/4" to the bottem measurements cut out for a
Pointy Skiff.
Due to this, I am ending up with a 7/16" external chine instead of a
3/4" one.
Should I add an internal chine between bulkheads or glass the external
chines (as directed) and bead the internal chine with epoxy?
