A couple of suggestions for your hinge nightmare:

First, if you go out of the city, check out a fabricator in a small town.
Second, if you can find a blacksmith, maybe a hobby bs, you will likely find
that she is more interested in your project than in the gross margin. Take a
picture of the plan and the boat. Again, try a small town; at those prices a
trip would pay off.
