Yes it can. In Canada a boat of that size with a small motor (9.9 or less) must have a paddle as minimum emergency propulsion. But a Skimmer can't be paddled at all well. Too short by 4 feet I think. Just pivots about 90 degrees with every stroke. T'was a might frustrating, to say nothing of tiring, when our mill quit 500 yards from the dock.

Skimmer was one of my early Bolger builds.
Only tricky part, (and not very) was laminating the bent bottom runners.

Not useful? I think for a single person or even 2.....there is no other
boat even close to being as small as this with the stability of a skimmer.
I've frog gigged, fished, netted minnows, and screamed across the water just
for fun with these boats.........plus even made one trip off the coast of
Saint Augustine in a skimmer. I think the skimmer is quite useful and even
would make an excellent tender for a small cruiser. Easy on gas......or can
even be driven by electric. Plenty strong and light exactly as designed.

She spent the last 6 or 8 years in the yard, as a training vessel, until a couple weeks ago, when the boy and I stripped the hardware off and dragged her to the boat graveyard out back.
