First of all I'd like to add my small trickle of good will to the tide of support and sympathy you've received in the last month and a half. Phil was one of the very few well known people on my "I'd like to meet someday" list. I know the pain of having lost someone close, and I feel for you. Please take care.
As to this encarnation of design 621, when I looked at the original ad, I had a feeling that the owners had added/changed an awful lot of what wouldn't have been there in the original. I may even have read the MAIB write up on the changes.
Small correction though, the Boat Design Quarterly issue for this design is #8, at least according to their website

I'll look forward to any new books, articles, etc from PB&F. Any word on the publishing of the 103 Sailing Rigs update?

Bruce your very own MAIB index on this very site indicated that it was written up in Issue 21 N12, as written in your Dec 08 post.
Also found a thread entitled "lotto ticket" or similar on this very boat / design in Jan 2008, here as well.
