Moot question time:
Is the sales tax for only the portion that was purchased over the web?
I would think that they should waive any items you could demonstrate
having already paid.

NJ MVC issues a HIN and collects taxes from receipts, ect. (I had to have a statement notorized guestimating amounts, because I had no receipts)
They also want pictures of the boat (inside and out)
$120 dollars later I had a HIN, title and registration. NJ stole, eh, collected 7% of $350. It all went pretty quick and easy. Keep any paperwork including plans, pics and receipts.
Now I just need to find an outboard, or a way to remote control my Merc 25hp.

In Massachusetts -
1. Obtain a form ST-6E from the Department of Revenue.
2. Make an appointment with the Environmental police to inspect the boat. They want to make sure it matches the description on the registration form. They will issue a hull number
3. Fill out the paperwork and file with the Department of Recreational Vehicles. Along with submitting the paperwork for the Environmental Police and the form ST-6 or ST-6E.

Do yourself a big favor and tell them you built it, it's much easier that way. Most states will require the actual builder to fill out a power of attorney form to enable you to title it and that just tosses yet another problem into the mix that the DMV probably won't understand.

Welcome to my nightmare. The process is "inspection" by the marine police. Good luck finding them. They inspect and measure the boat, filling out the form, you take it to DMV who assigns a hull number. It's easy but finding marine police was my problem so I swapped my old boat to my built boat. I never found out who the marine police are, I thought it may be the coast guard. They inspect boats on the water for papers and safety gear. They inspected my built boat, complemented me on the work and said nothing of the 1973 registration. My visit to DMV revealed they never had any customer who built a boat at their location, that any worker could recall, so they had to call Trenton to find out what to do.
