I would suggest looking at Oldshoe as one possibility. I'm with you on side decks, but Oldshoe has lots of freeboard and ballast.

My concern with the dagger boards is the shallow waters in this area.
I am looking to build a boat that you sit in, not on and also that has seats to sit on, not the floor. I also want one with small side decks so when I bury the rail I don't go swimming. I am more interested in a sailing boat with a small motor than the other way around.

Perhaps you can give us some more information about how big a boat you want and how you want to use it. There are lots of boats that might be considered from powerboats with a tiny sail to sailboats with a tiny motor.
