On tracking without a skeg in flat water (or, worse, with a cross-wind
in flat water): Some kayaks have a retractable skeg. You could do a
similar thing with your river skiff. Up for moving water, down for rowing.

This year I completed and launched a boat of my own design, intended for flatwater river float trips. I call it a river skiff, and it's 21' x 4'4".
