Paysons Instant boat book has thoughts on this. Fir Ply will check without/with a sealer so if you are using that you might want to thoroughly soak the ply with a paintable copper preservative.

I am finally about to knuckle down and purchase materials for a Payson's Pirogue.  I calculate that I can save about 20% in material cost if I defer sheathing and paint the hull.  I wonder what experience people have had glassing over painted wood.
