rudder angles?

I have a question regarding rudder angles. I've never seen the issue
addressed anywhere.
When we hang a rudder on a raked transom what effect does it have on
handling? Seems the more the rake the more steering forces change from
side to side forces, into up and down forces, and even more so as we
heal. On Teal Bolger runs a skeg out so the rudder can be hung
vertically (which looks sort of goofy to me) while on Windsprint (an
upsized Teal) it's hung on the stern stem as on a dory.
