I have "heard" this is one method to help prevent the jib and the
staysail from hanging up on the end of the boom when tacking. Guess a
staysail is the wrong name on this design as there are no stays?

I am not sure about the snotter on this design either! Probably, the
top part is to hold up the forward end of the boom, and the bottom
part is a multipart (four sheave, six?) to really cinch up tight.
