I was in error. Sharpshooter appears in Bolger's "30-ODD BOATS" page 39 in the edition I have. I reread the chapter last night. I was struck by Bolger's forthrightness in discussing the failure in stability of the original design.
It is a large step to choronical the problems in a chapter of a book for posterity to read.

The guys regularly on the Michalak group say that Jim M. is very helpful. So I first suggest asking him.
That said, I know in the summary paragraphs on DuckWorks, he suggest stretching would be easy and straight forward, so to me you have the answer already about a stretch.
Lastly, I'd look at the scantlings for Sharpshooter. I'm pretty sure they are available in "Boats with an Open Mind". I'd trust that Bolger spec'd them appropriately. Just keep the internal framing similar and you've got it.

I believe Sharpshooter is a Dynamite Payson design, not Phil's.
