I would read that as:

The forward edge of the rudder from the top of the rudder to the bottom edge
of the transom should be round on a 1 inch radius (to give proper clearance
for turning the rudder). From the bottom of the transom to the bottom of the
rudder, parabolic section with a 1/2" radius on the leading edge. Rear to
be left square - top to bottom.
