It gets better.

There are two of them. One each side that I can see in my CSD catalogue, not so clear in the linked scan.

The boat becomes a basket that can be lowered/raised! I saw Yogi bear pinch picnic baskets something like this... ;-) Anyway, use a bowline to form a loop in the end of a line, and hook the loop under each cleat, lower/haul away.

Also, I have been modeling the Shoebox in Free!Ship and see that the
"from two sheets of 1/4" plywood specification" involves the signature
PCB trait where the panel cut layout fits elegantly with nary a wasted
square inch.

Just a guess, but is it perhaps a cleat to allow the punt to easily be lowered into the water sideways [as mentioned in the article]?
I built one many years ago, when the plans first came out. The "thing" is a "launching hook". Like a thumb cleat aimed downward. A rope passed under it allows you to lower the Shoebox over side of your boat or dock on it's side by letting it down with said line.. That way the side of the sponson hits the water first at a slight angle (actually the chine touches the water first) and the boat lands upright with no water getting in the boat.

The Nesting Punt from SBJ#65 is the same boat as in BWAOM. It is 3" wider than the Shoebox shown in the old Common Sense catalog.

Boat Journal V65 Mar/Apr 1989) which had nesting sponsons. I thought
that these were two different (but similar) boats. With the Shoebox
being essentially the same, but the sponsons were not detachable. The
'Nesting Punt" was like the Shoebox, but the sponsons were detachable,
and stored by nesting inside the center portion.

The Shoebox was a three piece dinghy and a sorta/kinda take on nesting dinghies (it did not actually nest but you could sort of make a ppile with it or stow the various parts in separate places which was just as handy). The bits in question are cleats to hold the spnson bits to the central section.

We built one and it worked a treat...

I am busy for the next couple of days, I will take a look at my plans and see the detail. 
I have just sold the plans, but not mailed them. I however suggest the best solution is just order a set of plans or this is so simple design, really who needs plans? Basically a floating cement mixing trough
