Have you got plans from Payson or from Susanne? Susanne also has the Chebacco RD plans (#540RD) which have an updated building method applicable to the sheet ply version. Basically you build the stem/keel/centreboard case assembly flat on the floor, then prop it up on the stem head and a few sticks and hang everything off it. The method is well worked out and seems easier than the more traditional strongback method. However you would need to modify some of the keel structure in the #540 original design to make it work. Well worth a look.
The #540RD has the mast stepped further forward to counteract potential problems with weather helm - however Susanne says weather helm only happens with some boats so it may not be a necessary alteration. She also mentions the potential use of a headsail if required.
I'm approaching hull turning on my Chebacco 25 build in Melbourne. It has proved to be a bigger project than a sheet ply Chebacco 20. Send me a PM if you want to chat some more.

2nd question- I've read that PCB thought the mast could be moved forward 3 or 4 inches.
Is this necessary ? I intend to use a sailrite kit for the sails.
