I believe there may be two relevant articles.
The first from a long while ago, and I don't believe I've actually read it myself: Oldshoe 12' x 5'4" Cat Yawl - BOD, MAIB Vol 3, No 6, page 16 (see this thread re "MAIB index of Bolger articles"http://groups.yahoo.com/group/bolger/messages/59281?threaded=1&m=e&var=1&tidx=1)
The second, more recent (http://groups.yahoo.com/group/BolgerCartoons/files/Oldshoe%20Sailboat/likely V23 N11, Old Shoe, per Bruce' MAIB index
) extrapolates on some Oldshoe associated themes such as "The design is an obvious candidate for a Birdwatcher top, perhaps a removeable one to use in appropriate weather. Bernie Wolfard's CSD pitch for Old Shoe plan sales in his usual inimitable attractive upbeat style was, of course, based in part on info from PB&F ;-)

I know plans are available from PB&F.
The only "official" writeup on Oldshoe I have found is a note from PCB to a builder which at some stage was posted in the attachments/photos section of one of these yahoo groups (didn't find it just now though).
The other descriptive article was written by Elrow LaRowe when the designs were launched.
I bought my plans from CSD (then unaware of the royalties issue).
I have on occasion corresponded with Suzanne by e-mail with pretty prompt response.
