I went out to the creels once with a man who used to steer his boat while
standing on the deck, with his foot through the window on a wheel mounted
just like that.... Maybe not the context you're looking for, though.
It does make mounting the wheel easier if you're using old fashioned cables
running through blocks, as it eliminates that right angle bend.

side, paralleli to the centerline. I was thing of "Diablo" with
remote steering mounted that way.
