For what it's worth, here in Oklahoma, you apply for a title to a tag agent
by writing a letter stating what the boat is and what you spent on it.
Take a stack of receipts to wave around to make it all look official and
detailed.
A form comes back from the state to the tag agent in a few days, and you
call the Marine Patrol (a division of the Highway Patrol) and invite the
man over for a cup of coffee. He won't inspect it for
design/safety/varnish or any other particular quality, but just verify it's
what you said it is (i.e. your homemade "sailboat" doesn't look like a
stolen bassboat with a conduit "mast"), and make up a number on the spot.
They make and apply a label, and also write the number somewhere else if
they can find a spot on the interior. Then, they sign your application.
Back at the tag agency, you pay your excise (sales) tax on your time and
materials and title and tag fee. They now assign you another (tag) number
to put on the bow with your tag sticker.

Supervisor returns with two dead simple forms, other than my personal
info it's just a few "check the boxes that apply type form",
questions
like what design,how long, what propulsion, what color etc.
The second form was a statement of fact, the supervisor said just
write that you built it in ____, from____ dollars worth of ____,and
finished on ___.
A few keystrokes on her computer and out printed a letter stating my
new HIN with instructions on how to apply it, my new state
registration to carry in the boat, and stickers good for two years. A
check for $114. and I was out of there about sixteen minutes after I
got
to the counter. A few weeeks later I received a "Title" in the mail.
Followed the next day by a letter from the county tax assesors office.

number. I have been investigating registering the Folding Schooner I
am building here in CT and find that I will have to take the boat to
the Department of Environmental Protection to get an inspection and a
hull number. The boat can't be registered without a hull number. I
have visions of a long wait to have my boat looked at by somone who
doesn't know anything about boats or the laws he is supposed to
