Both. At the chines, it provides torsional stiffness (reduces twisting). Along the bottom, it reduces flexing. For both, but mostly at the chines, the skin protects from water entering the plys.

Most importantly, the skin reduces maintenance issues substantially. Very highly recommended.

FG does several things. It adds another layer of glass over the tapes joints. It stiffens the plywood and increases resistance to puncture. It provides abrasion resistance. It eliminates checking in plywood. So the answers are yes and yes.
